Im new to trout fishing, i will be fishing in a pond that DNR stocks. I have a jar of the berkley power nuggets. What is the best way to rig it?
Power bait trout dough works the best when it floats underwater. The dough will absorb water once it is in water and the buoyancy will change. The best hook is a size 18 gold treble hook. You can't substitute gold hooks with bronze hooks because bronze hooks are heavier. Many might suggest treble hooks between size 14 to 16 but power bait dough can not keep those hooks stay afloat for very long once under water.
You will need a long leader for crystal clear waters and a shorter leader for murky waters. For beginners, I think an 18 inch leader is a good start. You can extend the leader another 6 to 8 inches if the water is very clear on a bright, sunny day. You should shorten the leader by 6 to 8 inches if the water is murky. For night fishing, you use 12" leader in clear waters and 6" leader in murky waters.
You use a carolina rig like this: http://www.combat-fishing.com/salmoneggsliplead.jpg and you use a 1/8oz sliding egg sinker. It is advised that you use an ultra-light setup with a line no bigger than 4lb test mono. You can step up to 6lb test lines if you use a fluorocarbon leader. Stick with mono lines for night fishing because fluorocarbon lines are highly visible under low light conditions.
A rig like this is very effective but you won't be able to release most of the fish. About 4 out of 5 fish will swallow hook. You can substitute size 18 treble with size 12 Owner mosquito hooks if you wish to do more catch and release.

Um..just make sure you spell "Berkeley" right! You misspelled it twice and that isn't going to get you any points. Send it to the main campus address but write "Undergraduate Admissions Office" above the address.

What is the average catch per person at the pier? What is the best bait and best time to fish at the Berkley Pier? Im fishing at the berkley pier this weekend and not used to fishing in bay. Any tips for a successful day fishing?

You'll need to make sure you have a net to get the catch up on the pier. Try not to go with a gaff unless you plan on keeping whatever you bring up.
Berkeley puts out a lot of different kinds of fish. Striper, leopard sharks, seven gill, soupfin, brown and gray smoothhound sharks, bat rays, sting rays, shovelnose guitarfish, mackerel, perch, halibut....occasionally (rarely) a sturgeon.
If you want to keep it simple, just rig up a cut sardine, anchovy, or squid. Those are the "go to" baits out there. If you're looking to get into striper or halibut, then live anvhovies/sardines are best. They should be fished just off the bottom so rays and sharks are less likely to find it first. Also, halibut and striper are more common in the shallow beginning of the pier, from 50-150 feet out. Sharks/rays are more common from the 300-500ft range.
Fishing out there is hit and miss. When the crabs are in thick, it SUCKS because they will beat EVERYTHING else to your bait. It can become a constant headache and a huge bore. The crabs are almost always undersized if you happen to get one up on the pier, so they shouldn't be kept. When it's on out there, it's on. But, it will end about as quick as it starts. There are large fish out there - I've landed rays up to 110lbs and sharks to 5ft 9in. Most of the sharks are going to be smaller, 20-38inchers. (There's a slot limit for leopards if you decide to keep 'em, so check it out first.)
